On Wednesday, October 7, 2020, South Carolina's Supreme Court declared as unconstitutional Gov. Henry's McMaster's proposed use of millions of dollars in CARES Act coronavirus relief money for private schools.

Turner Padget Attorneys, Reginald W. Belcher and Mark B. Goddard, submitted a winning Amicus Brief on behalf of Palmetto State Teachers Association, which represents approximately 15,000 public school teachers.

"We hold the Governor's allocation of $32 million in GEER funds to support the SAFE Grants Program constitutes the use of public funds for the direct benefit of private educational institutions within the meaning of, and prohibited by, Article XI, Section 4 of the South Carolina Constitution."
