Now as a Councilmember in one of South Carolina’s three largest Counties, she has a unique understanding of the power of economic incentives to fund growth and development. As one of 11 Councilmembers, Dalhi helps to set policy for Richland County’s annual budget, which is approximately $1.2 billion, and its “Penny Tax Project”, with a 20-year budget of $1.3 billion.
